Town Board Announces Intention to Merge Water and Wastewater System with City of Sanford, Begins Formal Request Process
PITTSBORO, NC – At the Board of Commissioners Meeting on Monday, 23 May 2022, the Pittsboro Town Board passed a resolution declaring the Town’s intent to regionalize our water and wastewater system with the City of Sanford.
Beginning in 1999, the Town has enacted numerous ordinances to prevent subdivisions of land and the development of significant projects which would connect to the Town’s water and wastewater system. This was because of the limited capacity of the Town’s system. These moratoriums continued until 2011 when the Town began to explore connecting to the City of Stanford’s system to increase capacity. In 2021, the Town furthered this process by commissioning the development of a Preliminary Engineering Report and environmental assessment to study a force main connection into the Sanford system and sought bids for conversion of the system and the building of a force main to the Sanford system. This process, however, was not completed due to the overall cost of the project far exceeding the project budget.
In light of further requests for development and continually decreasing wastewater management capacity, the Town recognizes the need to find innovative ways to increase system capacity while maintaining the high quality of service the Town provides to its customers. The board has formally announced its intention to merge all water/wastewater infrastructure with the City of Sanford, including the water treatment plant, public water conveyance and distribution infrastructure, wastewater treatment plant, and public wastewater collection infrastructure.
It is important to note that at this stage of the process, the Town has only formally announced its intent and is making a formal request to the City of Sanford. Points of importance for the Board and Town Administration include ensuring that the whole community can provide comments and feedback on the plan and to take all steps possible to ensure our hardworking public works staff are taken care of.
